Trouble with The New Prophets, part III

Rick Joyner has a new office and role for prophets. He believes that a prophet who can hear direct words from God needs to be in every church, like lookouts at a fort, or "watchmen" on the city walls, to warn of the coming evil. Check out this quote:

"The prophets in Scripture were
often called “watchmen” because
they were spiritually positioned like
watchmen on the walls, able to see
what was coming from afar. There
are dependable watchmen with
extraordinary gifts being raised up
today. Before the end of this age
comes, every local church will have
its own recognized and credible
watchmen on the walls. Others
will be watchmen for whole cities,
nations, and such things as corporations
and industries, which is
already happening to some degree.
In biblical times, the watchmen
of a city were positioned on the walls,
and they conveyed what they saw
to the elders who sat in the gates. The elders then
determined what action needed to be taken based
on this information. They could sound the alarm
when an enemy or thieves were coming. They
could likewise command the gates to be opened
for merchants with important resources for the
city. This partnership between the watchmen and
elders is now being established in many churches,
and in other realms such as governments, industries,
etc. Not having this relationship will prove
increasingly costly in the time to come."
One question for Rick: How do you know this is true?
I can't wait for the answer, because I think he'd say, "God told me." Well, I'm sensing God telling me that Rick Joyner is nuts. Who can say I'm wrong?
If only the apostles had foreseen the need for each church to have a lookout man. They could have taught us about it. Good thing God is telling some guy in the Midwest, who has no God-validated authority. That way, we can be thoroughly confused.
Enough of the sarcasm, though. Reality: if every church had a self-proclaimed prophet watching out for them, we would have loose cannons all over the place, bringing division and confusion to individual congregations.
Rick Joyner, answer me one more question. How can I know that the following verses don't speak of you:

Jeremiah 23:16-22 16 Thus says the LORD of hosts: "Do not listen to the words of the prophets who prophesy to you, filling you with vain hopes. They speak visions of their own minds, not from the mouth of the LORD. 17 They say continually to those who despise the word of the LORD, 'It shall be well with you'; and to everyone who stubbornly follows his own heart, they say, 'No disaster shall come upon you.'" 18 For who among them has stood in the council of the LORD to see and to hear his word, or who has paid attention to his word and listened? 19 Behold, the storm of the LORD! Wrath has gone forth, a whirling tempest; it will burst upon the head of the wicked. 20 The anger of the LORD will not turn back until he has executed and accomplished the intents of his heart. In the latter days you will understand it clearly. 21 "I did not send the prophets, yet they ran; I did not speak to them, yet they prophesied. 22 But if they had stood in my council, then they would have proclaimed my words to my people, and they would have turned them from their evil way, and from the evil of their deeds.
How can I know this isn't you, Rick? I really need an answer if I am to take you seriously.
